Plasma Arc Spray.

Plasma Arc Spray is a thermal spray process in which a non-transferred arc is a source of heat that ionizes a gas, which melts the coating materials and propels it to the work piece.

The high degree of particle melting and relatively high particle velocities lead to improved deposit densities and bond strength over wire-arc spray coatings.  Powders are the main form of plasma spray feedstock.  Most commercial plasma guns operate at temperatures exceeding 15,000 K giving this process the capability to melt any known material which has a stable liquid phase.
